El Khalil El Bkkali is a Moroccan environmental and water scientist and Junior Researcher at IST-ID / Instituto Superior Técnico, University of Lisbon, Portugal. He holds a PhD in Environmental Sciences, with expertise spanning water quality, Earth observation, remote sensing, artificial intelligence, climate adaptation, and coastal and ocean monitoring. His research focuses on using satellite observations, environmental data, and AI-based approaches to better understand climate- and water-related challenges and support evidence-based decision-making. He has contributed to international research initiatives across Europe and Africa and has participated in multilateral climate-policy processes, including UNFCCC discussions related to adaptation, climate finance, and environmental resilience. His work increasingly connects scientific research with policy and international cooperation, particularly for water-stressed regions in Africa and the Arab States. Through the Global Youth Water Envoys Program, he aims to strengthen the bridge between science, youth engagement, and global water governance and contribute practical, evidence-based perspectives to the 2026 UN Water Conference.
