Carlos Andrés Olivera Caballero argues that Bolivia, one of the world's 32 landlocked developing countries, does not lack water: it lacks jurisdiction over the water crossing its borders. In 2023 he founded the Alianza Hídrica de Fronteras, a youth hydro-diplomacy network whose recommendations entered a national authority's 2025 operating plan. That record led the UN to select him, Bolivia's sole youth delegate, to keynote the Third UN Conference on Landlocked Developing Countries (Turkmenistan, 2025), where he drafted clauses of the Awaza Youth Declaration adopted by 32 nations. He co-leads Gengo Academy, a U.S. State Department-funded offline platform in Guarani and Quechua, Indigenous languages, which has trained 1,200+ students and turned school gardens into water-retention monitoring stations; that work brought him to UNESCO's International Youth Forum (China, 2025) as mentor. He sits on the UN Human Rights Office's 12-member Youth4Rights Advisory Group. His next jurisdiction runs downstream: the Global Youth Water Statement, translated for over 15 border communities by June 2027.
