Carlo Angeles works at the intersection of biodiversity, governance, and finance, designing institutional and investment architectures for climate and water resilience across the Global South. He is Inaugural Senior Fellow of the Science Panel for the Amazon and Steering Committee member of the Science Panel for the Andes, translating hydrological and ecological evidence into policy and finance frameworks for the world's two largest tropical freshwater systems. As Director of Impact at C Minds, he contributes to strategy and planning leadership for NaturaTech LAC, an initiative co-led with IDB Lab. He serves on the Global Grantmaking Council of the Better Politics Fund and as Expert Reviewer for the IPCC Special Report on Climate Change and Cities and the IPBES Monitoring Assessment. A former Metropolitan City Councilor of Lima and current member of Peru's National Commission on Climate Change, Carlo lead-authored the Andean Parliament's Amazon Report, which triggered the Basin's inter-parliamentary emergency declaration. He is a Columbia MPA Global Leadership Scholar, Op-Ed Columnist at Infobae, and has been named one of the top ten Democracy Innovators of the 21st Century by the Athens Democracy Forum with the New York Times.
