Bas Augustus Nicko Torrefranca

Augustus Torrefranca Bas is a civil engineer, youth leader, social innovator and entrepreneur, and youth leader from Agusan del Sur, Mindanao, Philippines. He co-founded O1nnovations Rainwater Solutions Corp, a social enterprise providing water access to off-grid communities, incorporated in September 2024 following years of grassroots community work beginning in the Agusan Marsh floating communities since 2021. Augustus has led a multi-site rainwater harvesting rollout across the Agusan Marsh and Agusan del Sur, and is currently working to institutionalize rainwater harvesting requirements within local establishments. His work bridges grassroots implementation and regional policy. He is a YSEALI Academic Fellowship alumnus (2024), and a Global Fellow in Courage, he participated in the UN ESCAP 81st Commission Session in Bangkok (2025), and helped draft an energy transition declaration at the ESCAP Committee on Energy, Fourth Session, with youth delegates from Kazakhstan, Indonesia, Nigeria, and Singapore. In October 2025, he represented the Philippines in drafting a Just Energy Transition youth statement with ASEAN Youth at the Y4SEA Energy Forum in Kuala Lumpur. Augustus believes lasting water access requires both working engineering solutions and the policy systems to fund and scale them.
